Thanks Andre:  The third suggestion you offered gave a notice 'no such article found'.  The first item you offered is the same tool I used.  The second item offered I downloaded it and saved it to downloads.  I will try it as a last resort.  The Norton Anti Virus program has already been removed.  I just want the utilities gone and the pop up gone as well.  I just wonder if that download will do the trick with the utilities.  Thanks for your help.

Thanks.  I must confess I am a bit nervous about using a non-Norton program.  I am new to all this so I take every precaution quite literally.  I read several cautions about using or going to non-Norton sites because the downloads may be malware or infected.  Thanks for you help, anyway.

This is a safe tool (no malware etc) to use used by lots of people. Never heard anything because of this..The experts in this forum recommend this tool for uninstallation issues.

Anyway, I would suggest that you use it as last resort.

This tool is a general uninstaller not for Norton only.

To further report to you Andre I tried the tool I downloaded.  When I clicked it to run I got a message that the tool is out of date.  So, it seems there really is no longer a strictly removal tool to use when uninstalling Norton Antivirus.  This means of course that all the articles on the Web about this are outdated and wrong.  It seems this may mean that you can't uninstall Norton Antivirus.  Instead, you simply have to wait until your subscription runs out.  My trial subscription is only for 13 more days.  So,  I went ahead and ran reinstall.  Beats getting popups all over my desktop.  Also, I contacted Norton support for assistance in removing the utilities and popups I spoke of.  They could not remove them either.  Seems I've stumbled onto what certainly must be a hot topic for the Geeks to discuss.  My only solution is to wait the 13 days, not renew the subscription, and let Norton do as they will.  All I can do is hope for the best.

Download this version:

Double-click the NRnR icon.

Read the license agreement, and click Agree.

Click Remove & Reinstall.

You may see the Remove button if your Norton product is from your service provider.

Click Continue or Remove.

Click Restart Now.

After the computer restarts, follow the on-screen instructions to reinstall Norton.

I believe that this is called "hostageware". Norton has a long history of doing this. Whenever I get my hands on a new system that comes preloaded with Norton software I hack it out asap. The same is true for any McAfee software. In any event, after you have uninstalled the program you have to also disable the product from running when Windows starts. While it can be disabled in the Startup Tab by running msconfig and the Taskmanger it is easier to use a good, valid, and highly effective freeware program like Ccleaner. You can get the portable version here https://www.ccleaner.com/ccleaner/download/portable
Once installed run Ccleaner and select the Tools section then click on the Uninstall option and see if Norton is listed. Unistall and Delete it from your system. Then select the Startup section, find the offensive program and select Disable then Delete. Next select the Cleaner section and select Registry and scan and clean the registry entries. Reboot and run Ccleaner again to check to see if Norton has reinstalled itself in the Startup section.
